As explained in CHA’s HCV Program Administrative Plan, the U.S. Department of Housing and Urban Development (HUD) requires that all units subsidized under the Housing Choice Voucher Program meet a minimum standard of health and safety rules called Housing Quality Standards (HQS). To ensure compliance, CHA or its contractors must inspect any unit a Voucher Holder wants to rent before they move in and as required thereafter.


Initial Inspections:


An initial HQS inspection is conducted by CHA staff or its contractor after a voucher holder under the tenant-based voucher program submits a Request for TenancyApproval (RTA). CHA will not enter into a Housing Assistance Payment (HAP)contract with the Owner until the unit is inspected and a determination is made that the unit complies with HQS. If based on the initial inspection the unit does not meet the HQS, CHA staff or its contractor must notify the Owner that the unit failed the inspection and is not eligible for assistance until specific repairs are made by the Owner. CHA staff or its contractor must notify the Owner of the HQS fail and the method for requesting a reinspection. The Participant will be notified if any identified fail items are the Participant’s responsibility, like tenant-supplied appliances.


Elite does not have the ability to schedule an initial inspection. Once a Request for Tenancy Application (RTA packet) is submitted, CHA has up to 10 business days to contact us with an initial inspection date, and time frame.
